The three-digit 2-1-1 dialing code was designated by the Federal Communications Commission in July 2000 to simplify consumer access to human services available in community based organizations and government agencies. In many communities across the nation, 2-1-1 routes calls to the aging network information and referral system, where detailed intake, assessment, options counseling, advocacy and other supports are provided for older adults, persons with disabilities and caregivers.

On September 9, 2004 the National Aging I&R Support Center conducted a webinar for the 24 states funded by the Administration on Aging and the Centers for Medicare and Medicaid Services to design and implement Aging & Disability Resource Centers. The session examined options and explored issues related to the development of working relationships between ADRCs and 2-1-1 call centers.
